Is your storage tank EA regulation compliant?

The Control of Pollution Regulations 2001-2004 set and enforced by the Environment Agency aims to minimize these incidents by requiring tank owners to maintain tanks to a certain standard and provide secondary containment, such as a bund to prevent oil escaping into the environment.

Anyone storing oils and fuels in containers greater than

  • 200 litres, above ground at an industrial, commercial or institutional site
  • 3500 litres above ground at any domestic site

Must comply with the regulations this includes factories, shops, offices, hotels, schools, churches, village halls, public sector buildings and hospitals and many more.

Question 1.

Is the tank “fit for purpose” and in good condition (unlikely to leak or burst in ordinary use), is it free from corrosion, leaks and damage?

Is the tank situated more than 10 metres away from a watercourse?

Is the tank and secondary containment system located or protected so that it cannot be damaged by an impact or a collision?

Question 4.

Is the secondary containment around the tank capable of containing at least 110% of the maximum storage capacity from the tank?
i.e. If your tank has a capacity of 400 litres, your secondary containment must be able to hold, without leaks or creating damage to the containment walls, 440 litres. Is the secondary containment intact and free form cracks, damage and openings or valves for drainage?

Question 6.

Are all the storage tanks ancillary equipment, such as valves, filters, sight gauges, vent pipes and taps located within the secondary containment?

Is the storage tank a minimum of 750mm from the wall of the secondary containment?
